Emile Boutmy University

The École Libre des Sciences Politiques (ELSP) was founded in 1872 by Émile Boutmy in response to France’s political and moral crisis in the aftermath of the 1870 Franco-Prussian War. It was intended to educate the new elite and generate modern knowledge for a new France.

Under the Emile Boutmy Scholarships program, Sciences Po University offers bachelor’s and master’s degree programs in nearly all academic subjects and majors. Many scholarship programs are available to help students with their financial needs. The master’s degree program lasts two years, while the bachelor’s degree program lasts three years. This is one of the major scholarships available to international students in France.

Bachelor’s Degree Scholarship

  • A tuition allowance of €13,190/year for the three years of the undergraduate program.
  • A tuition allowance of €8,800/year for the three years of the undergraduate program.
  • A tuition allowance of €6,000/year for the three years of the undergraduate program.
  • A tuition allowance of €3,600/year for the three years of the undergraduate program.
  • In remarkable cases, undergraduate students can get funds of €19,000 for up to 3 years.

An allowance of €12,200/year to cover tuition fees for the two master’s degrees.

Sciences Po’s Paris campus offers 27 master’s programs and 23 dual degrees. All applications are essential to be submitted online. All Courses Are Completely Taught in English.

Eligibility Criteria for Emile Boutmy Scholarships

  • All international students and non-European students are encouraged to apply.
  • An aspirant must be medically fit.
  • Applicants holding exceptional academic grades will be prioritised.
  • An aspirant should mention the reason for the scholarship in the application form for admission.
  • Applicants applying for the undergraduate scholarship essentially have all previous academic transcripts and certificates.
  • Applicants applying for the master’s scholarship essentially have a bachelor’s or equivalent degree, academic transcripts, and certificates.
  • Students who have taken part in social and community service activities will be selected.

The Émile Boutmy scholarships

Sciences Po created the Émile Boutmy scholarship, named after the founder of Sciences Po (1872), in order to welcome the very best international students from outside the European Union. 

The Émile Boutmy scholarship fund benefits from the generous support of its sponsors (benefactors, companies, and foundations), who are eager to allow the most deserving international students to study at Sciences Po. Private sponsors can be in direct contact with scholarship holders during officially organised events.

They support the Émile Boutmy excellence scholarship: Chalhoub Group, Fondation Geneviève McMillan-Reba Stewart, L’Oréal, Michel David-Weill.

Eligibility requirements

To be eligible for the scholarship, students must be first-time applicants to Sciences Po, from a non-European Union statewhose household does not file taxes within the European Union, and who have been admitted to the undergraduate or master’s program.

Students who are not eligible are:

  • Swiss and Norwegian applicants, since they may be entitled to CROUS scholarships
  • Candidates who have dual citizenship, one of them being an EU citizenship
  • fees, Candidates from Quebec for master’s degrees (since they may take advantage of sliding scale fees the same as European applicants). Candidates from Quebec for a bachelor’s degree are eligible
  • Candidates for the Joint Master’s in Journalism and International Affairs and for the Master’s in journalism
  • Master’s-level dual-degree candidates, unless you are applying for one of the following programs:
    • the dual degree in Journalism Sciences Po/Columbia University
    • the dual degree Sciences Po/Fudan University with the concentration Europe-Asia in Global Affairs (only applicants with Chinese nationality)
    • the dual degree Sciences Po/Peking University (only applicants with Chinese nationality)
  • Ph.D. programme students (thesis)
  • Candidates for the 1-year Master’s programmes
  • Bachelor dual degree candidates (unless as part of a specific agreement)
  • Exchange students
  • Candidates applying via the French graduate admission procedure

The Émile Boutmy scholarship:

  • may not be combined with any other scholarship awarded by Sciences Po and its partners (Mastercard, CARE, Fondation de France/René Seydoux, China Scholarship council, etc.);
  • may be combined with external scholarships (Eiffel, AEFE, French government scholarships, etc.).

Important: It is not possible for students to apply for the Émile Boutmy scholarship after their admission to Sciences Po or during their studies at Sciences Po. Students are therefore responsible for finding another source of funding if they have not been awarded the Emily Boutmy scholarship.

  • Deadline for undergraduate program (applicants from foreign secondary schools): Tuesday, January 20, 2026 (results before mid-May).
  • Deadline for undergraduate program (applicants from French secondary schools): April 1st, 2026.
  • Deadline for master program: 19 October (1st committee, results before December 30) or 30 November (2nd committee, results before March 2).

No application requests will be accepted after the deadline.
